Dear Senator Morgan:

     Reference is made to your letter of July 10, 1980, with enclosures,
concerning theirequest of your constituent, Dr. Gordon E. Browning, for
reconsideration of his Lclaim for loss of salary due to retroactive
correction of h-is pay schedulewhile employed by the Department of
Defense Dependents Schools, Eu-iope. Essentially, Dr. Gordon claimed
that he should have been given credit for certain Job Corps experi-
ence he has in setting his pay level with Dependents Schools.

     By decision, B-194739, June 27, 190, copy enclosed,'we sustained
the earlier determination by our Claims Division deriyingD-r. Browning's
claim since determinations of qualification experience for teaching
positions in the Dependents Schools are generally matters for the
employing agency. Our Office has no authority-to set qualifications
for such positions or to change those qualifications. The agency
(Department of the Army) in Dr. Browning's case determined that his
Job Corps experience was not qualifying experience to entitle him to
the higher salary level. As indicated we are not in a position to
question that determination.

     Dr. Browning was mailed a copy of the decision when rendered to the
overseas address given inhis appeal request.

     We trust that this will serve the purpose of your inquiry and regret
we were unable to reach a determination more favorable to your constituent.
