Dear Mrs. Harris:

     This is in response to a letter from Julius B. Richmond,
M.D., Assistant Secretary for Health and Surgeon General, dated
June 4, 1980, requesting our concurrence with a proposed deter-
mination to omit the Examination of Records by Comptroller
General clause from a subcontract to be awarded by the National
Academy of Sciences to the Radiation Effects Research Foundation,
Hiroshima, Japan.

     The proposed subcontract covers epidemiologic studies
of cancer among Japanese atomic bomb survivors and will cost
approximately $175,000 per year for a minimum of five years.


     In accordance with 41 U.S.C.
Procurement Regulations § 1-6.10,
for the term of the subcontract.
