        You requested our v4er  on H.R. 6686 the Congressional
   Reports Eaimination Acl of 1980. This atll consolidates the
   reporting reductions we sent you on March 4, 1980, and those
   in H.R. 6162, which is based on the proposal of the Office
   of Management and Budget (0MB).

        During the course of our analysis, we noticed that
   Section 102 of H.R. 6686 would repeal a reporting requirement
   for the Director of OMB and the Secretary of the Treasury to
   report annually on their efforts to implement Title II of the
   Legislative Reorganization Act of 1970 (31 U.S.C. 1151).
   Specifically, the Act requires OMB and Treasury to develop
   plans for addressing the information needs identified and
   specified by the Comptroller General for committees and Members
   of Congress for fiscal, budgetary, and program-related infor-
   mation. It continues to be our view that the Congress should
   receive this information. Therefore, should this requirement
   indeed be repealed by Congress, we would be able to provide
   this information based on our assessment of the progress being
   made by OMB and Treasury in the annual report we submit in
   accordance with section 202(e) of the Act (31 U.S.C.1152(e)).
   With this understanding, we support the elimination proposed
   in Section 102.

         I continue to share your interest in reducing unnecessary
   paperwork in the Federal Government. We have provided your
   staff with the information we have on the various reports now
   covered by H.R. 6686. If we can be of any further assistance
