     Subject: H.R. 242 96th Congress, the General
               Accounting Office Act of 1980

Dear Mr. Frey:

     This responds to your March 21, 1980, request for our
views on the subject bill.

     We are pleased to recommend approval of H.R. 24. This
legislation would improve congressional oversight of Federal
programs by effecting basic changes in the authorities appli-
cable to the General Accounting Office, including the provi-
sion of judicial remedies to enforce our access to records
rights. It would also formalize congressional input into
the selection of future Comptrollers General and their
Deputies.

     H.R. 24 is the culmination of extensive negotiations
among representatives of our Office, the Congress, and
several Executive agencies. We support the bill's prompt
enactment into law, and look forward to implementing it
in a spirit of cooperation with the Executive branch.
