In our decision we considered and rejected your contention that damage to the mobile home resulted from the inherent vice of the unit, and con- cluded that you had presented nothing of evidentiary value that would justify this Office in refunding any of the monies that the Department of the Army (Army) set off.. Although the record shows that the Army offered to accept $445 in compromise settlement of the claim, you rejected that/' offer. And we are not aware of the factors considered by the Army in making the offer.
