      Thank you for your letter of November      1978, in which:
 on behalf of Computer Sciences Corporation (CSC). you propose
 an approach you feel would meet[GAO's Deed for an interim
 Management Data System (MDS 9, in the event GAO's current con-
 tract with AMS is cancelled.

      We have studied your proposal in some detail.   Among other
 considerations, we have reservations as to whether the approach
 you propose would satisfy GAOCs need for professional services
 to redevelop GAO's application and provide continuing on-site
 support of the application, including user assistance, training,
 documentation, system maintenance, and system modificaticn: >----,
 requirements which are clearly beyond the scope of the  ZPrA I
_program.--In addition, it is our understanding that item (3)
oy---ur proposed approach is not consistent with GSAs i -
pretation of your MASC contract.

     We have concluded that, for a number of technical, admin-
 istrative, and budgetary reasons, your proposed approach would
 not be appropriate for application to the MDS program.
     We will, of course, maintain your firm's name on our
bidders' list for future procurements.
