Dear Mr. Chairman:

     The Toxic Substances Control Act (section 25(a)) (15 U.S.C. 2624)
requires the Adinistrator of the Environmental Protection Agency (EPA)
to conduct a study of EPA-adm, inistered laws to determine possible
indemnities to persons affected by actions taken by the Administrator
under any such law. The study is to be completed and subiitted to the
Congress by January 1, 1979. Section 25(a) of the act also requires
the General Accounting Office to review the adequacy of the EPA study
and report the results of its review to the Congress within 6 months
of the date the EPA study is submitted to the Congress.

     On September 29, 1978, EPA awarded a contract to American Manage-
ment Systems, Inc., for the purpose of fulfilling the requirements
of section 25(a). The contract is expected to be completed in late
May 1979, after which EPA will present the study to the Congress.
Consequently, EPA will not meet the January 1, 1979, date set forth
in the act.

     Because EPA will not meet the January 1, 1979, date, we will not
be able to submit our report to the Congress by July 1, 1979, as we
originally envisioned. At a minimum, our report will be issued at
the end of November 1979, but it could be issued at an even later
date if EPA does not act on the contractor's study irne]iately upon
completion.
