         documents is a Policy and Procedure Admfnis~ativc Memorandum dated
         November 30, 1978, entitled ollehtive Ug4 aining at the Laboratory,)'
         It is designed to inform laboratory emploces of tile recent enhetinen by.*
         tile California State Legislaturo of the hlisher Education Empl cyr-rnaployee
         Relations Act (Lerman Act), The memorandum indicntes that the new lhw
         graits employes of tile University of California et the Lboratory the
         right to participate in collective bargaining beginning on july ]., 1979.
         It fturther advited employeeZ that procedures designed to tiplement the
         ne law ware being developed by the Laboratory, The nemoran1un concludes
         witl tile following remarks 1)y tile Director regarding collective bargiining
         at the Laboratory:
