     The State submitted the grunt proposal in October 1971,
and HUD approved it on January 13, 1972, under the Compre-
hensive Planning Assistance Grant program--section 701 of
the Housing Act of 1954, as amended (40 U.S.C. 461). Work
to be done under the grant was estimated to cost 445,000 and
wan to be done from January 1, 1972, to December 1, 1972.
Of this amouat, the Federal Government was to pay $30,000
and the State was to provide $15,000.

     On January 21, 1972, the State of New Hampshire entered
into a contract for $30,000 with the Institute for Research
and Services, St. Anslem's College, Manchester.     The Institute
was to assemble basic ecological information under this con-
tract for the State's use in regional comprehensive planning.
In January 1973, before the Institute completed its work, two
of its members--Mr. Monier and Mr. James Minnoch, Project
Director--were appointed to the New Hampshire Office of Com-
prehensive Planning.   Because of this staff.ng change, HUD
and State officials in January 1973 agreed to cancel the
