Dear Hr, Ilarsha;

     This is to advise you of out concerns over certain
requirements provided for in the proposed Aicport and Air-
way System Development Act (Senate bill 1648) and to request
your support in any actions you or %he Committee may take
to amend the Airport and Airway Development Act of 1970.
iNDEPENDENT AUDIT OF GRANTS

     Sybsection 20(c) of the Senate bilI wouldcontinue
the requirements now prcvidad for in subsetion 26(c) of
the Airport andi Airway Development Act of 197O 1(49 u9s*c.
1726(c)) which requires (1) grant recipients to, file with
th; Comptroller General copies of any independent audit
reports relating to the use of grant proceeds, and (2)
the Comptrolle' General to report to Congrevs on the con-
tonts of these audit reports.

     Our experience to date with subsection 2C c), of the
Airport and Airway Development Act leads us to' believe
that this subsection shduid be repealed and thd e,,ore we
are opposed to subsection 20(c) of the Senate bill,. We
have yet to receive anyaindependent auditreportv ) on the
use of grant proceeds. However, this is not .surp,sing
as we arc, not aqo are of any specific requirements tliat
require grant rcipients to obtain audits of the niture
referredto in subsection 26(c) of the act. Iri\add'ition,
the Federal Aviation Administration (FAM) has advis'kd us
that neit:her its r ecords nor its audit efforts hihyois
clooel\that grant rccipients have arranged for independent
audits of grant proceeds. Grant recipients really ha'we no
need for ,independent audits of this nature asoFAA or its
deignated contractors audit the disposition of grant
proceeds.
