Current processes often overstate requirements and result in the inefficient use of Training Command resources, such as instructors. While GAO's work was in progress, the Navy also concluded that its requirements deter- mination processes were inadequate and for- mulated improvement plans. However, GAO is concerned that unless the improvements are coordinated at a sufficiently high level within the Navy, they will not result in co- hesive, workable solutions.
