Because these naterials will cost millions of dollars, GAO reviewed 1he Army process for determining its training mate- ial needs and its justification for the new video-disc System. 3AO found that the Army had not established accept- able usage levels for its training materials, had not )btained field unit input on unit needs for training naterials, and had not identified the usage and effec- iveness of individual training materials. Also, the rmy has not sufficiently demonstrated its need for he large numbers of video-disc equipment it plans oacquire for use in the field.
