Overall, GAO found that when major wea- pon systems are concurrently developed and produced, planned operational test and evaluation critical to assessing mis- sion performance was typically not per- formed before beginning the production phase. GAO also found that available test results are sometimes omitted or mis- represented in reports to the Congress, creating misleading impressions of a weapon system's performance capabil- ities.
