The United States' Response

To The Ethiopian Food Crisis


Ethiopia is currently sufferingfrom a famine
which is affecting an estimated 7.9 million
people and requiring massive amounts of
external food assistance. As early as 1982
the United States was aware that a potenti-
ally serious food shortage situation existed
in the northern provinces of Ethiopia. The
United States to date has provided more
relief assistance to Ethiopia than any other
government or international organization.
However, the initial U.S. response was de-
layed because of strained relations between
the two governments and several policy and
administrative concerns related to the pro-
vision of relief aid to Ethiopia.

This report discusses the need for massive
food aid in Ethiopia, policy concerns raised
within the U.S. government and among
other members of the international donor
community about providing emergency food
aid to Ethiopia, and when and how the
United States responded to this crisis.
