The examination was made in accordance with generally accepted government au- diting standards, In GAO's opinion, except for the compu- tation and payment of interest on the U.S. investment in the Panama Canal and appli- cation of capitalization and amortization policies on improvement projects, the state- ments present fairly the financial position of the Commission and the results of its opera- tions and changes in its financial position for the years then ended. The Commission prepares its statements in accordance with the requirements of the Panama Canal Act of 1979.
