Information On The Use Of

Value Engineering in

Federal Design And Construction


Senator Kassebaum requested an assessment, based
on prior GAO work, on the potential benefits of the
increased use of value engineering--a systematic
process for reducing life-cycle costs--in federal con-
struction. GAO has issued several reports in which it
noted significant potential savings through use or
increased use of value engineering in the particular
agencies reviewed and strongly supported its in-
creased use.

GAO cannot, however, provide a meaningful estimate
of potential governmentwide savings because of the
many variables in agencies' operations, in the size
and nature of their construction projects, and the
uncertainty of future construction program funding
levels.
