GAO believes agencies that intend to retain installed computer technology can save on existing leases by --buying already installed equipment, where ap- propriate; --refinancing existing leases; --exercising contract options to change from lease to installment purchase; or --reusing excess government-owned or govern- ment-leased equipment. Although agencies can do much to improve their leasing practices, leadership, funding, and support are needed from the Office of Management and Budget and the General Services Administration to realize the potential cost savings.
