GAO found the OIG auditors misinterpreted the Bilingual Education Act and Department of Education regulations, did not support their findings with adequate evidence, and did not follow required government audit standards. As a result, GAO concluded the auditors did not have a proper basis for recom- mending 10 project terminations and the return of $5.9 million to the federal government. Education officials also did not agree with the OIG's recommendations, and these officials overruled tA auditors and allowed the grantees to limit refunds to only about $124,000. ahn evaluation by Education's Inspector General confirmed that C auditors3 had experienced audit-quality problems.
