Of Audits Of Bilingual Education


Grants In Texas By U.S. Department Of Education's

Office Of Inspector General

(GAO assessed the quality of eight audits of bilingual education
g ants performed by the U.S Department of Education's Office
of Inspector General (OIG), The grants were awarded to six
sihool (istricts and an education service center in Texas, and
the Texas Education Agency.

GAO found the OIG auditors misinterpreted the Bilingual
Education Act and Department of Education regulations, did not
support their findings with adequate evidence, and did not
follow required government audit standards. As a result, GAO
concluded the auditors did not have a proper basis for recom-
mending 10 project terminations and the return of $5.9 million
to the federal government. Education officials also did not agree
with the OIG's recommendations, and these officials overruled
tA auditors and allowed the grantees to limit refunds to only
about $124,000.


ahn evaluation by Education's Inspector General confirmed that
C auditors3 had experienced audit-quality problems. As a
r ,silt, the Inspector General acted to  improve audit quality.
AO recorrinlerds the Inspector General, in future evaluations
of OIG regional offices, determine that legal issues are addressed
early in the audits and that sufficient credible evidence has been
gathered to support the findings in OIG reports.
