States Have Made Few Changes

In Implementing The Alcohol,

Drug Abuse, And Mental Health

Services Block Grant



In 1981 the Congress consolidated 10 categorical programs into the
l( ohol, drug dbuse, and mental health services block grant and gave
the states broader administrative responsibilities Although federal
support decreased as states began implementing the block grant,
carryover of funds from 1981 categorical awards supported many
service providers well into 1982 This mitigated the impact of federal
fundinq reductions and allowed states to reserve block grant funds for
future years

I e combination of legislative earmarking of funds, the historical
shared linancial and administrative involvement between states and the
federal government, and the relatively stable trends in total support
obviated the need for states to make major program changes in 1982 and
1983 While program changes occurred at the service provider level,
they stemmed from evolving community needs or changes in total
funding rather than Just the block grant

Established state agencies were carrying out their expanded man-
agement responsibilities and reported making administrative im-
provements Most states reported increased levels of involvement by
legislatures and governors offices and sought public input through
hearings and other methods Overall, state officials rated the block grant
program more desirable, while about half the interest groups preferred
the prior categorical approach
