Federal Executive Boards Contribute To

Improved Field Management But Future

Is Uncertain


Federal Executive Boards, located in 26 cities which have a
I rge federal presence, are the primary interagency mecha-
n sm at the field level for coordinating federal activities and
r ducing interagency duplication. These Boards have con-
tributed to improved field management by promoting or
p oviding communication links, resource sharing, inter-
agency training, community and intergovernmental rela-
ti ons, and other worthwhile projects.

T(ie future of the Boards, however, is uncertain. Funding
fqr their staff has declined. In addition, information
fUrnished by Board members indicated that the Office of
P~rsonnel Management, which is responsible for oversee-
irig Board activities, is providing less guidance and support
tllian previously available. As a result, member participation
ir Board activities--a necessity for the system to remain
effective--is declining.

aPM denied statements made by Board representatives
about that agency's oversight and the adequacy offunding
su pport and stated that, in fact, the Boards have benefited
from OPM's field structure and interest in their activities.
