Increased Use Of Productivity Management

Can Help Control Government Costs

Increased use of productivity management--
a management approach that involves devel-
oping an organizationwide productivity plan
with goals and accountability mechanisms--
can significantly reduce government costs
while maintaining quality and timeliness.

Federal government productivity has grown
at an average annual rate of 1.5 percent in
recent years, a relatively low rate in the
opinion of experts and in comparison with
the experience of many public and private
organizations that have productivity manage-
ment efforts. GAO found that significant
savings in the government's $90 billion
annual personnel costs could be realized by
applying productivity management.

This report notes that agency improvement
efforts do not adequately include produc-
tivity management and reccrnmends that
the federal government use productivity
management in its management and budget
processes.
