Corps Of Engineers' And Bureau Of

Reclamation's Recreation Construction Backlogs

The Army's Corps of Engineers and the
Department of the Interior's Bureau of Rec-
lamation have large backlogs of construc-
tion projects for recreation. Recreation is a
cqmponent of some of the agencies' water
resources projects whose primary objec-
tiyes include navigation, flood control, and
hydroelectric power. For the Corps and
B rea u construction projects receiving appro-
p iations for fiscal year 1982, recreation
c nstruction backlogs totaled $755 million
a, d $188 million, respectively, as of the
b ginning of fiscal year 1982. These amounts
r presented about 3 percent of the agen-
cies' estimated total costs for the projects
v ith unfunded recreation components. The
r asons for the backlogs include funding
li~nitations, lack of funding priorities, and
co)mpeting funding demands such as author-
lation of new projects.
January 26, 1983, GAO report on the
orps' and the Bureau's total construction
b cklogs presented the Congress with a
number of options to deal with the backlogs,
i cluding funding increases, increased cost
s aring by nonfederal sponsors, and setting
f nding priorities. These options also apply
tO the recreation construction backlogs.
