handle is hein.gao/gaobabefg0001 and id is 1 raw text is: BY THE COMPTROLLER GENERAL Report To The Congress OF THE UNITED STATES States Are Making Good Progress In Implementing The Small Cities Community Development Block Grant Program The Omnibus Budget Reconciliation Act of 1981 consoli- dated numerous Federal categorical programs into nine block grants and shifted primary administrative responsi- bility to the States GAO s review of early implementation of the Small Cities Community Development Block Grant Program in seven States found that the States were using the flexibility that the act gave them to design their programs and distribute funds to meet what they considered their greatest community development needs Compared with the previous HUD program, the State programs emphasize economic development and public facilities improvements and deemphasize housing rehabil- itation State programs also attract more funds from private and public sources to supplement the Small Cities Program States used a variety of methods to obtain public input into the design of their programs and to meet their public participation certifications, and followed their distribution procedures and criteria in awarding fundsto communities HUD and State officials, public interest groups, and gran- tees and unsuccessful applicants generally believed the States initial efforts compare favorablywith HUD s former program Unsuccessful applicants however believed this to a lesser extent than grantees I 3 GAO/RCED-83-186 SEPTEMBER 8, 1983 ,.<0
