i International Restraints To Competitiveness Of

  The U.S. Heavy Electrical Equipment Industry


The heavy electrical equipment industry
consists of a few large multinational manu-
facturers that dominate their home markets
and compete for the remaining world mar-
kets. Buy-national practices generally re-
strict the procurement of such equipment to
domestic manufacturers in France, Great
Britain, West Germany, and Japan.

The U.S. market is open to foreign competi-
tion, although almost half of the U.S. private
utilities report giving preference to U.S.
goods.

U.S. manufacturers view the buy-national
and export subsidy practices of other coun-
tries as the major impediments to increasing
U.$. exports of heavy electrical equipment.
They view U.S. anti-trust laws, anti-boycott
regulations, and the Foreign Corrupt Prac-
tices Act as less significant impediments.
