Status Of The Department Of Commerce's

Implementation Of The Chesapeake Bay

Research Coordination Act Of 1980


The act was passed to improve coordination
of Federal and State marine research in the
Chesapeake Bay area. To provide a mecha-
nism for accomplishing this objective, the
act called for the establishment of a Chesa-
peake Bay Research Board, comprised of
Federal and State representatives, and
directed the Secretary of Commerce to estab-
lish an Office for Research Coordination to
serve as staff to the Board. However, the
Board has not been funded, its membership
has not been appointed, and the Depart-
ment of Commerce has not established an
Office for Research Coordination.

As an alternative, the Department formed a
Federal ad hoc committee in July 1982 to
develop a research plan and to coordinate
research with representatives from Mary-
land and Virginia. The committee has met
only twice and has yet to meet with the
State representatives. Little progress has
been made toward the development of a Bay
area research plan or the achievement of
the act's basic objective of coordinating
research.
