Therefore, various efforts have been initiated to address anticipated port sustainability problems. Although much interest has been generated and progress has occurred in recent years, the problems are far from solved. Concerns in particular involve --certain planning gaps, --the division of responsibility among various partic- ipants involved in movements through the ports during mobilization, --whether certain responsible agencies have adequate legislative authority to perform their roles, and --the Federal, State, and local Government, and private coordination needed to assure continued port opera- tions.
