SBA's Certified Lenders Program

Falls Short Of Expectations




The Small Business Administration estab-
lished the Certified Lenders Program to
speed up loan approval decisions by relying
more on private sector lenders to evaluate
the creditworthiness of small business
applicants. However, SBA remains respon-
sible for the final credit approval.
The program has fallen short of expectations.
Lenders frequently submit incomplete loan
packages causing disruptions to processing
time. They also frequently perform incom-
plete or inaccurate credit analyses.

GAO calls for terminating the Certified
Lenders Program in its current form and
recommends changes to SBA that will help
protect SBA's interest in its loan
guarantees.
