Its investment in operating equipment to support these func- tions is estimated at $37.9 million. Reviewing GSA operations, GAO found that in some cases internal controls did not exist, and in other cases they had not been prop- erly implemented. As a result, about $4 mil- lion in actual and $12 million in potential overpayments, overcharges, waste, and im- proper accounting for funds were identified at a number of GSA locations. Since the review, GSA has initiated numerous efforts to improve its internal controls. However, many improvements still need to be im- plemented. This report recommends that the Adminis- trator of General Services and GSA's Inspector General take several steps to further strengthen controls and expand audit cov- erage over leasing, nonrecurring reimburs- able work, and operating equipment.
