Management Of The Federal

Emergency Management Agency--

A System Being Developed


The Federal Emergency Management
Agency was created in 1979 under author-
ity of the Reorganization Act. Reorganiza-
tion startup problems--such as delays in
obtaining key agency officials, lack of office
space, and insufficient staffing--troubled
the new agency during the initial years of its
existence.

 By 1981, management systems still had not
 be pn established to integrate top manage-
 m nt, program office, and regional office
 oprrations. The FEMA Director was con-
 ce ned about the lack of such systems. GAO
 identified areas needing improvement in
 the agency's processes for formulating mis-
 sion, goals, and objectives; its planning pro-
 cess; performance reporting; program eval-
 uation; and the accounting, budgeting,
 personnel, procurement, and management
 information functions.

 A ency management has made substantial
 pr gress in correcting these problems. GAO
 m kes several specific recommendations
 fo further improvements.
