 EPA Implementation Of Selected Aspects

Of The Toxic Substances Control Act


A'ter reviewing the law and legislative his-
tcry, GAO determined that the Environmen-
tal Protection Agency (EPA) does have the
a thority to negotiate voluntary agreements
with the chemical industry for needed
h alth and environmental effects tests for
cltIemical substances in lieu of issuing ad-
rjinistrative rules formally requiring such
t 4sting. Although the voluntary approach is
the early stages, EPA believes test infor-
r ration could be available 12 to 18 months
earlier than otherwise.

This report also provides information on (1)
EPA'S criteria for assessing chemical risks,
(:) the regulation of asbestos by EPA and
other Federal agencies, (3) EPA's proposed
e emption of small chemical manufacturers
f om certain reporting and recordkeeping
r quirements, and (4) EPA's requirement
f r information reporting on 250 chemicals.
