Actions Underway To Reduce

Delinquencies In The Health Professions And

Nursing Student Loan Programs

Schools GAO reviewed have placed too little
emphasis on billing and collecting loans
from students in health and nursing pro-
grams with the result that more than 28
percent of borrowers are behind in their
payments. GAO found also that some
schools hold large amounts of Federal funds
and some invest the funds but do not return
the earnings to the programs.

The Department of Health and Human Serv-
ices, which has overall management re-
sponsibility for the programs, has neither
effectively monitored collection activities nor
kept accurate accounting records.

However, the Department is taking adminis-
trative actions and making legislative pro-
posals that will strengthen the collection
effort.
