The Emergency Management Assistance

Program Should Contribute More Directly

To National Civil Defense Objectives


The Federal Emergency Management Agen-
cy's largest program for improving the civil
defense capacity of State and local govern-
ments does not adequately assure that fed-
erally funded resources will be distributed
and used by States and localities to support
national civil defense objectives. Emer-
gency Management Assistance Program
funos are often not targeted to local govern-
me nts facing the greatest civil defense risks,
in part because States are not encouraged
to t se these criteria in their subsequent
dist ibution of the funds to local govern-
me ts. Further, program participants have
not been required to pursue national objec-
tives but have been able to define their own
age ndas.


GA( recommends changes in program admin-
istr t ion that will better assure that federally
ass sted resources support national civil
defense objectives.
