Regulatory analyses are required by Execu- tive Order 12291 and will be mandated by law if Senate Bill 1080 is enacted. The analyses are intended to improve the cost-effectiveness of major Federal regulations by requiring agencies to consider fully the consequences of alternative strategies. GAO found that regulatory analysis has not yet achieved its potential for improving regulatory decisionmaking. OMB's oversight of regulatory analyses has not consist- ently supported the integration of economic analysis into regulatory decisionmaking. Many of the regulatory anal- yses GAO reviewed, including several approved by OMB, do not provide adequate support for their conclusions. dAO recommends that OMB comments on agencies' anal- yses be publicly filed and that its oversight be carried out more consistently.
