The extent of the identified weaknesses makes the Department vulnerable to freud, waste, and abuse, and unable to assure that its financial systems are producing reliable data. The Department has initiated corrective actions in the areas of weaknesses brought to its attention by GAO. However, much more needs to be done to improve financial management, particularly in the Department's field organiza- tions. The report recommends specific correc- tive actions.
