Improvements Needed In Providing Security

At Overseas Posts



The tate Department started the Security
Enh ncement Program in 1980 as a
res onse to mob violence against U.S.
Em assies in Iran, Pakistan, Libya, and El
Sal ador. Physical improvements made at
ove seas posts under this program are
aim d at protecting personnel and classi-
fied material for a few hours until the host
gov rnment can bring the situation under
con rol.

Sta e Department officials overestimated
the number of posts they could improve
eac year. Inadequate planning, coordina-
to r, and property management caused
del ys in the implementation of security
im rovements. Strengthened program man-
ag ment can reduce the time it takes to
ma e such improvements.

In his report, GAO reviews State Depart-
ment implementation of the program and
makes recommendations to the Secretary
of State to overcome management
pr blems.
