Conc~rn over the continuing economic reces-
sion and the downturn in the housing
industry has prompted a wide variety of
proposals to aid housing finance and home-
building. Although none of these proposals
is lik ly to bring about a long-lived recovery
for h using unless overall interest rates
decli e, certain proposals could start up
quick y and be more cost effective than
other in providing some short-term relief.
GAO analyzed the causes of the current
down urn in housing construction and com-
pare a broad sample of homeownership
and ental housing stimulus proposals.
Thes were compared in terms of their
feasi ility, speed of implementation, impact
on construction and employment, and cost
effec iveness. GAO also prepared a special
anal) sis of the problems of the forest prod-
ucts industry.
