Key Issues Affecting State Taxation

Of Multijurisdictional Corporate Income

Need Resolving


In recent years, the number of multijurisdic-
tional --multistate and multinational--corpo-
rations and the related amounts of State tax
revenue have grown significantly.States'
current practice of using widely varying
rules to determine taxable income for such
corporations creates issues in terms of
unacceptable levels of administrative
burden and uncertainty. Moreover, some
States include income from non-U.S. based
operations, including dividend income, in a
multijurisdictional corporation's tax base.
This practice raises other issues of interna-
tional tax policy, interstate commerce, and
States' rights.

All these issues need to be resolved. In this
report, GAO presnts the key points in the
controversy sing with the views of States,
corporate taxpayers, and tax experts.
