As a result, the Commission has had diffi- culty fulfilling its role as the principal advi- sorfor water quality matters on the Great Lak~es and other boundary waters. To help the; Commission more effectively carry out its #dvisory role, the United States needs to (1) provide formal responses to Commis- sion report recommendations and requests for' information, (2) provide continuity of U.S. leadership on the Commission when active leadership on water quality matters is Ff high importance, and (3) involve key Federal agencies in Commission advisory bosrd activities.
