Dear Mr. President:

     Subject: Approval of the Executive Office of the President
               Accounting System Design (GAO/AFMD-82-88)

     It is my pleasure to approve the accounting system design for
the Executive Office of the President. The design, submitted by
3ohn F. W. Rogers' letter of October 1, 1981, is in conformity in all
material respects with your approved statement of accounting prin-
ciples and standards.

     To maintain the approved status of the design, planned changes
should be discussed with our representatives and, if deemed signifi-
cant, submitted formally for approval.

     We suggest that the system be periodically reviewed to assure
that it is operating as designed. At some future date, we will
examine the system, or selected aspects thereof, and advise you as
to whether it is functioning effectively and is in accordance with
this approval.

     We commend your staff for having developed the accounting system
design. Their efforts should be an incentive to other executive
agencies in the development of their accounting system designs which
have not reached an approval status pursuant to Section 113 of the
Accounting and Auditing Act of 1950.
