Information On Programs Involved

In The President's Swap Proposal


In his State of the Union address, the President
proposed that the States assume financial and
administrative responsibility for the Food
Stamp and Aid to Families with Dependent
Children Programs. In exchange, the Federal
Government would assume all costs of the
Medicaid Program.

For these three programs GAO is providing
statistical information on historical program
growth, projections for future growth, differ-
ences in benefit levels among States, and ef-
fects of unemployment on program participa-
tion. This information is intended to assist the
Congress in its deliberations on the swap
proposal.
