Although GAO ap- proved the system design in 1977 with the understanding that two design deficiencies would be corrected, the system has not been effectively implemented. Army man- agers are not using the system. As a result (1) there is little incentive to make sure that system data are accurate, complete, and timely and (2) managers do not know whether maintenance and repair opera- tions are being accomplished efficiently.
