This contributed to problems which may result in some projects not being com- plqted after substantial portions of project fuids were spent. GAO also found that 24 grantees scheduled to be paid on a reimbursable basis were er 'oneously advanced about $3 million. Of th .se grantees, only five returned a total of $ 78,110; and by the time the errors were detected, grantees had spent the balance of tho. funds advanced. Earlier effective moni- toting may have detected the errors sooner, enabled more advances to be returned, and prevented a weakening of the Depart- m nt's oversight and control over the pr;jects.
