' - ... -- well SYSTIMS ACQUISITION DIVISION . -- .,--- - . . .-207165 -...APRIL 26,1982 The Honorable William Proxmire RELEASED Ranking Minority member 1111111111111 Committee on Appropriations 118236 United States Senate Dear Senator Proxmire: Subject: Analysis of NASA's Fiscal Year 1983 Budget Request for Research and Development to Determine the Amount That Supports DOD's Programs (MASAD-82-33) In February 1982, the Administrator of the National Aeronau- tics and Space Administration (NASA), in testimony before the Congress in support of the fiscal year 1983 budget, stated: ** * * The national security related space program and the commercial programs have both seen very substantial increases in the past five years. These increases are related to important national security requirements as well as new commercial opportunities. * * * nIn accord with the Administration's policies, NASA's FY 1983 program shows the retention of, or in- creases in, those programs that can be related directly to national security. We have also maintained a strong program in those fields directly related to the responsi- bilities of NASA under the National Aeronautics and Space Act. However, some programs have been reduced or delayed because of the urgent need to reduce federal spending. The Congress is concerned that NASA may not be maintaining ,a proper balance between civil and military activities, which could lead to the militarization of NASA. According to your request of February 22, 1982, and subsequent discussions with your office, we reviewed NASA's fiscal year 1983 budget request to identify those programs that support the Depart- ment of Defense (DOD). The allocation that NASA made for us showed less than 0.1 percent of its budget was for DOD support. Based on our review, we allocated NASA's research and development budget request for fiscal year 1983 as follows. (951710)
