Because of the potential to significantly increase competition, lease sale revenues, and production, GAO believes the Depart- ment should plan and conduct cooperative ,lease sales, including the proposed sale of IRed Rim. The data from Red Rim, together lwith data from future cooperative lease Isales, will provide a sound foundation !needed for an intelligent decision on the Scontinued use of the concept.
