Between fiscal years 1980 and 1982, the defense budget increased by approximately $72 billion, a 50- percent increase since the 1980 budget year. Most of the increase was directed to improving readiness and sustainability, modernizing the forces, and improv- ing the quality of life for military personnel. GAO ob- served a number of areas where planning and spend- ing of funding increases could be improved. In partic- ular, GAO believes that the Secretary of Defense should: --Follow through on his pledge to improve stability in the weapon systems acquisition process by elim- inating marginal programs to fund higher priority programs at more economic levels of production. --Monitor programs receiving large funding increases to ensure that additional funding can be spent pru- dently. --Report to the Congress what he was able to ac- complish with the funds and what remains to be done. i 1.8096 PLRD-82-62 APRIL 13, 1982 ) !( ~ 2
