These groups --lacked an efficient planning system, --did not focus on expanded scope audits, --did not have a formal process for follow- ing up on recommendations, and --had not been totally independent. In January 1982 the groups were combined into an Office of Internal Audit and Evalua- tion reporting to the General Manager's Of- fice with the option of reporting to the Board of Directors. However, most of the problems GAO identified will continue unless the new Office takes specific actions.
