REPORT BY THE U.S.

General Accounting Office

Studies On Effectiveness Of Energy Tax

Incentives Are Inconclusive

The Congress has enacted a series of tax incentives
to encourage energy conservation and spur pro-
duction of alternative fuels. GAO was asked to
report on what is known about their effectiveness.

GAO concludes that past research on energy tax
incentives' effectiveness provides no definite
answers. While some studies have reached tenta-
tive conclusions, several ongoing Department of
Energy studies may supply additional valuable
information which can be useful for deciding
whether or not to modify the incentives.
