The Agency also presides over a dwindling number of libraries and binational cultural centers engaged in the teaching of English. GAO questions the proposition that each country needs the same set of communication methods. To promote economy and efficiency of opera- tions, GAO recommends changes in the program- ming methods used in the overseas missions as well as improvements in the support provided to the missions by Agency headquarters.
