The pay- roll system was previously approved in January 1953 and this reapproval was required due to a complete redesign of the system. Our evaluation of the automatie data processing aspects of the system design was directed primarily to a determination of the adequacy of internal controls, audit trails, and data integrity. Approval of the system is based on a detailed analysis of the system documentation as well as on-site evaluation of the system in operation. To maintain the approved status of the design, planned changes should be discussed with our representa- tives and, if deemed significant, submitted formally for approval. At some future date we will examine selected aspects of the system and advise you as to whether it is functioning effectively and in accordance with our approval. In the interim, and in view of the fact the system is already in operation, we suggest such examinations be conducted periodically by the internal audit staff. We appreciate the effort of the Commissioner, International Boundary and Water Commission, United States Section, and his staff in completing and submitting the payroll system documentation for our review and approval.
