Students Receiving Federal Aid Are No:

Making Satisfactory Academic Progresm:

Tougher Standards Are Needed

The Federal Government provides billions of
doll rs in student aid each year under pro-
gra ns administered by the Department of Ed-
ucation, the Veterans Administration, and the
Social Security Administration. These agen-
cies have widely varying policies regarding sat-
isfactory academic progress of students receiv-
ing assistance.
In r viewing the academic progress standards
applied to students at 20 institutions of high-
er e( ucation, GAO found that these standards
were often inadequate and not always en-
for id. Although each of the schools had es-
tabli hed standards, they were often poor
meai urements of academic progress. Some
scho )Is had not enforced the standards they
had Bstablished, resulting in overpayments of
more than $1.2 million in Department of Ed-
ucat on programs.

Mor stringent Federal requirements would
allev ate many of the problems resulting from
poor academic progress by students receiving
aid.
